Traffic fines are distributed the same way as all other fines imposed in criminal cases. The "fine" part of what you pay is actually a small amount of the total. For every $100 of base fine, there is an additional $280 in assessments. The base fine goes to the County, although a portion of that goes to the city if the offense occurred in a city. The assessments go primarily to the State for designated uses, including restitution to crime victims, peace officer training, court construction, night court costs, court security, etc., and some goes to the State general fund.The funds from court fines are not specifically designated for use in road building, etc., although general funds will obviously be used for such purposes to some extent. 30+ years as a criminal defense attorney
