Every hotel has a general manager. If the hiring and contracting is done locally, he or she is the person to contact. Get a list of hotels in the area you are interested in, and the manager's name will probably be on the property's Web site.

If not, it's still easy to get the name. Just call the hotel and ask. With chain hotels, however, you need to avoid the toll-free 800 number, which will connect you either to a call center or to a central office. Neither of those will do any good for what you want. So call the local number and ask for the manager's name.

At that point, I would send a letter (snail-mail) directly to the manager and ask for a meeting to discuss your proposal. Don't e-mail; it makes you look like spam.

Keep in mind that you have two potential problems you need to overcome. First, some chains will do all their contracting centrally. If that's the case, you would have to be nation-wide, if not world wide. (And if you were, you would not need to be asking here.) So, those would be pretty much out of your range. Second, even among properties that contract locally (and fortunately for you, that's the marjority), some managers would prefer to hire their own employees for cleaning services. That allows them better control.

If you are going to bid on a property like that, you should be prepared to address the issue with the manager: How can he be sure that your employees will be responsive to him, when he is not the one who is paying them? Also, how will you handle the issue of liability, when some guest complains that the cleaner stole her jewelry. (Hint: get a bond to cover your employees.)
