There is no set rule.Extracurriculars are nice. Not having them sends a bad signal to the school. But the fact is that everyone has them, they are easy to pad and hard to verify. Suppose that I told you that you need 100 hours and you only had 90 (made up numbers). Wouldn't you be tempted to put down 100?
Because of this, schools don't put nearly as much weight on extracurriculars as people think. Your GPA and SAT scores are the most important factors. You need to make yourself stand out, so a well crafted admissions essay is also important.
